I'm a analyst at DELL. Below is my reasons why my company really need a measurement strategy:

But Dell pay too much attention on producing computer for government and big computer these years. Cater to consumer market can expand the market share. Using measurement strategy is the easiest and fastest way for DELL to master consumers' needs and preferences.
Secondly, the cost of measurement strategy is very low even free. There are a lot of measuring tools we can download from the website. It can provide accurate data and analysis results immediately and raise the efficiency of management . It can help our company know well with the market direction and help the manager make correct dicisions.
Thirdly, If DELL launching new products, feedback from clients are very important. Mesurement strategy can provide data analysis directly. Our company can improve new products based on the the feedback from clients.
Lastly, mesurement strategy also can provide the accurate information about our competitors like HP,APPLE and lenove and analysis them.Master competitors information can help us formulate better strategy to deal with other companies' actions.
